I have the honour to acknowledge the receipt

of your despatch No.112 of the 25th of April, and to inform you that as it has been decided that Mr. Chatham's allowance of £150 per annum should be incorporated in his salary and made pensionable, I consider that his salary for the period of his leave should include the allowance.

For the purposes of the Widows and Orphans' Fund contributions it is necessary to fix on a definite date, from which the allowance is to be considered as having become merged in salary. 1st January, 1921, would seem a convenient date, and I suggest that it should be adopted.

The decision to include the allowance in

salary will increase Mr. Chatham's contribution to the Widows and Orphans' Pensions Fund to a sum of £66 per annum instead of £60 per annum as stated in the Colonial Secretary letter to the Crown Agents of the 4th of April, and I shall be glad if the Crown Agents may be instructed to make the necessary adjustments both in regard to leave pay and Widows and Orphans' Pensions contributions while on leave and on

pension.
